China needs to reduce unfair subsidies and stop the theft of intellectual property as well as letting its currency appreciate, Tim Geithner, US Treasury secretary, has said.

　　In a speech on Wednesday ahead of next week’s visit to Washington by Hu Jintao, Chinese president, Mr Geithner widened the range of US concerns about Chinese economic policy well beyond the currency that has been a focus of Capitol Hill’s anger with Beijing.

　　蓋特納是在周三發(fā)表上述講話的，而下周中國(guó)國(guó)家主席胡錦濤就將訪問(wèn)美國(guó)。蓋特納在講話中擴(kuò)大了美國(guó)對(duì)中國(guó)經(jīng)濟(jì)政策感到關(guān)切的范圍，遠(yuǎn)不僅限于匯率問(wèn)題。人民幣匯率一直是美國(guó)國(guó)會(huì)對(duì)北京不滿的焦點(diǎn)。

　　But he also sought to reduce the blame attached to China for domestic economic woes, noting that the US needed to invest more in research and development, reform education and improve public infrastructure.

　　但他也有意緩和有關(guān)方面將美國(guó)國(guó)內(nèi)經(jīng)濟(jì)問(wèn)題歸咎于中國(guó)的指責(zé)之聲，指出美國(guó)必須加大研發(fā)投資，改革教育體制，改善公共基礎(chǔ)設(shè)施。

　　China should promote fair competition by reducing the implicit state subsidies to its companies from low-cost finance, land and energy, and clamp down harder on the theft of intellectual property from foreign companies, he said. The world needed “a more level playing field for US companies that compete with Chinese companies in China, in the United States and around the world”.

　　蓋特納表示，中國(guó)應(yīng)減少政府通過(guò)低成本融資、土地和能源對(duì)企業(yè)給予的隱性補(bǔ)貼，以促進(jìn)公平競(jìng)爭(zhēng)，并加大力度打擊盜竊外國(guó)公司知識(shí)產(chǎn)權(quán)的現(xiàn)象。“和中國(guó)企業(yè)在中國(guó)、美國(guó)以及世界各地進(jìn)行競(jìng)爭(zhēng)的美國(guó)企業(yè)，需要一個(gè)更加公平的競(jìng)爭(zhēng)環(huán)境”。

　　Addressing the rising Chinese currency, Mr Geithner said that the current rate of appreciation of about 6 percent a year – more like 10 percent in real terms because of higher Chinese inflation – was substantial but inadequate. “We believe it is in China’s interest to allow the currency to appreciate more rapidly in response to market forces,” he said. He said the country’s moves to relax capital restrictions to allow more trading in the renminbi were also highly significant.
